Muslims fast from dawn to sunset for 30 days — no eating, drinking, or smoking in public. The city changes: slower during the day, alive at night. Iftar (the sunset meal) becomes a social institution. Business hours shift. Music in restaurants dims or stops. If you're not Muslim, you can still eat in designated areas, but eating openly on the street is illegal. It's also genuinely the best time to eat in Dubai if you know where to go.
