The heat is genuine and should not be underestimated. June to September sees temperatures regularly above 40°C with humidity above 80%. Going outside between 11am and 5pm is unpleasant at best and dangerous at worst. Outdoor labour is legally restricted during peak hours. Most long-term residents leave for 4–8 weeks. Malls are busy. Everything is air-conditioned. It is still Dubai; it is just less outdoor-Dubai.
